Table 3 Beliefs in the nature of Outbreaks: The prior beliefs of 0.5 for all \(p(s_{R_0})\), p(\(s_{CS}\)) and \(p(s_{CI})\) in each category (Low, Medium or High) defines a strong belief that an outbreak will be low, mild or severe. The baseline belief (not shown in this table) is No prior knowledge where an expert has no prior knowledge about the possible value range for \(R_0\), CS and CI. In the baseline belief, the probability that the parameters assume Low, Medium or High value ranges are all equal: \(p(s_{R_0}) = p(s_{CS}) = p(s_{CI}) = 0.33^+\)
