Explanations

Revenue-generation/ mobilisation

Raises the financial resources needed to develop and run a health system. Contributions typically come from individuals/households, firms, and sometimes external sources in the form of development assistance for health

Risk pooling/ sharing

Requires decisions about whether and how financial contributions to the health system are spread across individuals to reduce the financial risk associated with unexpected illness and medical expenses

Purchasing of health services

Requires decisions about how the available funds should be used to purchase (provide) health services (prevention, promotion, treatment, rehabilitation, palliation) and essential public health functions such as population-based promotion and prevention, outbreak readiness and response, and health system governance
