Extended value-based HIV healthcare framework. The numbers 1–3 indicate the three layers of translation performed in its development. The term extended reflects the inclusion of the public health perspective in the consideration of value (next to patient, healthcare payer, and healthcare provider value). Objectives and activities were identified using a logframe approach starting from the value drivers stated as goals to achieve. A Donabedian approach was used to identify suitable indicators at each level of the framework: outcome indicators for goals and objectives, process indicators for suggested activities.
