Regional distribution of median unit costs in ETB by department for primary hospitals. This figure shows the regional distribution of the median unit costs (in Ethiopian birr) across the 4 departments for primary hospitals. Overall, the lowest median unit costs for almost all regions were for outpatient and maternal and child health services. The lower median unit costs in certain regions could be due to cost-efficient use of resources, high utilization rates, or even inefficiencies not captured by this analysis (such as low expenditures due to high stock-out rates). The highest median unit costs were inpatient services provided in Oromia primary hospitals and delivery services provided in SNNPR primary hospitals
