As suggested by BWT, visible signs of disorder, such as broken windows or litter, signal to inhabitants of a neighborhood a lack of social control. This leads them to violate social norms, rules and laws (e.g., littering, vandalism); these behaviors then perpetuate further visible signs of disorder and other norm-violations. Over time, the reinforcing relationship of disorder and violations is thought to result in increased crime
